Department Overview:
The Chief Data Office plays a key role in defining and implementing the firm's data, cloud and AI strategy, driving change through these capabilities, enforcing data, cloud and AI governance for the firm, and elevating Nomura's data culture. Governance remains a critical focus area, and the Chief Data Office, in partnership with Business and Corporate functions, is responsible for ensuring that the firm's data assets are managed in line with the firm's data management framework, policy and standards.

Role Description:

Develop and implement a comprehensive governance framework:
•    Develop and implement a data governance framework that aligns with industry best practices and regulatory requirements and ensures compliance with data privacy and security regulations.
•    Define data governance policies, standards, and procedures that ensure data quality, security, and compliance with regulatory requirements.
•    Upkeep of data and AI risk taxonomies and control libraries
•    Collaborate with business stakeholders to identify and prioritize data governance initiatives that support the organization's strategic objectives.
•    Design, implement, and maintain comprehensive AI governance frameworks, policies, and standards, ensuring compliance with relevant legal and regulatory standards (e.g., EU AI Act, NIST AI RMF, APAC regulations and guidelines etc.)

Risk Management: 
•    Conduct AI risk assessments and impact analyses to identify and mitigate potential risks such as bias, privacy violations, security vulnerabilities, and ethical concerns.
•    Support data and AI governance audits and assessments to identify and remediate areas of non-compliance and provide recommendations for improvement.

Digitization of governance: Support the development and execution of the Data and AI Governance digitalization strategy, identifying opportunities to enhance the quality and speed of Governance.

Monitoring & Reporting: Define and track key performance indicators (KPIs) and adoption rates for Data and AI and governance and controls, preparing regular reports and insights for senior leadership and regulatory stakeholders

Stakeholder Engagement & Change Management: Collaborate with cross-functional teams, including Legal, Compliance, IT, Data Science, and business units, to promote understanding, adoption, and alignment of Data and AI initiatives with business goals. 

Skills, experience, qualifications, and knowledge required:
Master's degree in Computer Science, Information Systems, Economics, or Operations Research.
Minimum 10 years of experience in data and analytics roles in Financial Services.
Experience of relevant laws and regulations in relation to data and financial services firms’ obligations; includes managing and co-ordination regulatory engagement on data matters such as BCBS239 compliance and material outsourcing requirements (Cloud).
Experience of data governance frameworks, policies and guidelines, encompassing data standards, metadata management, data quality, data stewardship, and data protection.
Experience with use of data management technologies (data catalogue, data quality management), enterprise and Cloud technologies and associated internal governance and regulatory requirements.
Experience of AI governance frameworks and controls
Ability to make decisions in line with corporate philosophy, professional ethics, compliance, risk management and Nomura code of conduct.
