Nomura Financial Products Europe GmbH (NFPE) is Nomura Group’s entity for Investment Services with EEA clients post Brexit and has established branches in the European Union . Banque Nomura France (BNF) is Nomura Group’s entity for regulated lending with EEA clients. The bank, headquartered in Paris also offers investment banking services to its clients .
Department overview:
Business Resilience (BRES) at Nomura encompasses several distinct disciplines including Third Party Risk Management (TPRM), Operational Resilience and Crisis Management.
To prevent service disruptions, any damage to clients and the financial markets, active risk management of third party services is essential. The TPRM function of the BRES department is responsible for providing the framework to manage these risks and to allow Nomura to meet regulatory obligations. Being the Second Line of Defense function for TPRM, the BRES team is responsible for monitoring and reporting on the main risks originating from the portfolio of service providers Nomura works with. The team works in close collaboration with Risk SMEs and all departments and all branches of NFPE and BNF across Europe to ensure sound risk management.
Business Resilience at Nomura is also responsible for Operational Resilience and Crisis Management, which includes contingency planning for NFPE and BNF to ensure uninterrupted service delivery to our clients even in times of crisis or stress. The team works cross functional to identify the critical and important functions and build a robust framework and response strategies for any kind of disruption of these functions.

Key objectives critical to success:
- The Business Resilient and Outsourcing Officer role is a multidisciplinary role that includes responsibilities across several BRES areas for BNF and NFPE Paris in close collaboration with the London and Frankfurt based BRES teams.
- Key responsibilities include:
- BNF Outsourcing Officer
- The BNF Outsourcing Officer, as 2nd Line of Defence (2LOD) for Outsourcing, is responsible for the implementation of the outsourcing management framework for the bank including:

- The implementation of appropriate controls and monitoring processes for outsourcing
- Acting as 2nd Line of Defence for Outsourcing and TPRM for BNF including performing BRES framework related 2LoD controls. Ensuring adherence to BRES policies, standards and frameworks
- As the 2LoD supporting the 1st Line of Defence regarding internal and external requirements for outsourcing
- Framework and register to maintain complete documentation relating to all outsourcing activities
- Preparing BRES management reporting (incl. performance management reports of the outsourced portfolio) and regulatory reporting (e.g., Outsourcing Register) to the Bank’s management as well as meeting material for relevant fora and committees (e.g., BNF Outsourcing Forum)
- Analysing EU and French regulatory trends and publications for Outsourcing and TPRM
- Maintaining relevant BNF BRES policies and procedures

- Preparing and coordinating Operational Resilience regulatory reports for BNF and NFPE Paris (e.g., regulatory questionnaires on DORA)
- Owning and/or maintaining relevant Operational Resilience policies and procedures
- Analysing French regulatory trends and publications for Operational Resilience (e.g., Digital Operational Resilience Act)
- Acting as a BRES coordinator with regards to Business Continuity Plan for BNF and NFPE Paris
- Analysing French regulatory expectations and publications for BCM and support preparation of local regulatory reporting for business continuity

- This role will be based in Paris, reporting into Chief Administrative Officer of BNF (local reporting line) and the Head of Business Resilience & Outsourcing Office of NFPE (functional reporting line).
Skills, experience, qualifications and knowledge required:
- Experience in Outsourcing and Third Party Risk Management and related control and governance environments.
- Understanding of Business Continuity Management and contingency planning
- Strong adaptability to work within a matrix organizational structure, where cross-functional collaboration between teams is essential, and the ability to navigate multiple stakeholder relationships across various business lines and regulatory frameworks.
- Strong self and stakeholder management skills paired with a “can do” attitude
- Knowledgeable in relevant outsourcing, third party, operational resilience and business continuity regulation for France (especially EBA Guidelines on Outsourcing, Arrêté du 3 novembre 2014, and Digital Operational Resilience Act)
- General skills and aptitudes.
- Experience in the banking sector; and / or
- Experience in non-financial risk management / 2nd Line of Defense.
- Strong MS Office skills
- Willingness to learn and hands-on attitude.
- Capability to solve and communicate complex tasks on a senior management level.
- Analytical and solution-oriented mind-set with attention to detail, combined with strategic thinking.
- Fluency in English and French (written and spoken) is essential, German is considered a plus
