Department Overview

 

The International Change team consists of dedicated Program Managers, Project Managers, PM / BAs, and Portfolio Managers with responsibility for global and / or cross-functional projects and programs.  The team provides consistent governance, oversight, and execution activities leading stakeholders in the delivery of business, regulatory, IT transformation and other initiatives for the Firm.  The group uses consistent, standard tools and project life cycle processes for requirements analysis and documentation, test planning and execution, risk and issue management, project status reporting and communications.  Our stakeholders include business sponsors, business unit subject matter experts, legal, compliance and technology partners across Nomura regions and businesses.  International Change is a global consolidated change group and includes several hundred change professionals reporting to the International Change Head.

 

 

Program Description

 

  1. There are several U.S. regulatory projects underway requiring senior PM / BA skills and experience
  2. The primary regulatory project related to this role is SEC Securities Lending Reporting (10c-1a), which requires any “covered person” who agrees to a “covered securities loan” on behalf of itself or another person to report to a registered national securities association (“RNSA”), currently FINRA, certain material terms of those loans as well as modifications to those terms within one business day starting 2-Jan-26.
  3. The SEC Securities Lending Reporting project requires heavy analysis, planning, governance, execution, and delivery. 
    • The analysis includes rule review and interpretation with legal and compliance; documenting the transactions and attributes in scope for daily delivery to FINRA; identifying relevant transaction source systems; and participating in industry forums (e.g., Financial Information Forum) to incorporate rule advocacy efforts in the overall plan.
    • Other key execution and delivery activities include documenting internal Nomura reporting requirements and target operating model; developing system architecture proposals; and ensuring reporting controls are in place (exceptions, reconciliations, etc.) by the implementation date.
  4. There are multiple legal entities in the U.S. and EMEA in scope for SEC Securities Lending Reporting, therefore the role will interface with legal, compliance, operations and other stakeholders across regions to comply.

 

 

Role Description

 

  1. Senior PreportingM / BA conducting project management, analysis and work stream leadership activities directly to the change head of US regulatory programs and projects
  2. Responsible for project plan development, documentation, timeline management, resource management and cost management
  3. Managing requirements including collating detailed business and functional requirements, associated documentation and sign-offs
  4. Propose and document future state business processes / target operating model
  5. Functional design of user interfaces and overall system architecture proposals
  6. Solution option analysis & documentation including pros, cons and recommendations
  7. Early identification of gaps, risks and issues throughout the project life cycle
  8. Test plan development, including SIT, UAT, and regression test phases
  9. Test script and test case development with documented approaches for test cycle execution, test data use, and test environment management
  10. Instill project governance controls including RACI matrices, traceability matrices, documented sign-offs, change control and toll gate criteria across project life cycle phases
  11. Oversight of junior project resources, including junior business analysts

 

 

Skills, Experience, Qualifications and Knowledge Required

 

  1. Previous experience working within Financial Services - Wholesale Banking especially advantageous
  2. Knowledge of Global Markets and Investment Banking product sets
  3. Previous experience managing projects and leading requirements analysis and documentation
  4. Previous experience in banking business management and / or change management
  5. Ability to engage, communicate effectively and influence stakeholders in structured meetings with effective agendas and pre-planning to ensure participants remain on track and stay focused on goals
  6. Ability to manage multiple stakeholder communities with varying levels of experience and seniority
  7. Ability to develop, document and communicate impactful presentations to senior internal clients
  8. Ability to work under limited supervision (‘self-starter’) in unstructured environments
  9. Intellectual strength / flexibility to rapidly understand complex problems and rationalize into workable solutions which are aligned with stakeholder expectations and can be delivered timely
  10. High level of drive, commitment to achieving solutions and ability to work under pressure
  11. Highly literate with Microsoft Office suite and other project tools, particularly Excel, PowerPoint, Visio, Sharepoint, JIRA, and Confluence
  12. Familiarity with different project management and delivery methodologies (e.g. Agile)
  13. Familiarity articulating requirements in the form of Use Case / User Stories (or other similar structures)
  14. Proven test management experience
  15. Desired:  Previous Experience in finance, operations or credit risk change projects
  16. Desired:  Certifications in project management and / or business analysis
  17. Desired:  Certifications in technical capabilities are advantageous
  18. Bachelor’s degree required
