Department overview:

The Group CTO team is responsible for designing, developing and maintaining Nomura's group-wide infrastructure, made up of key functional areas: Platform Services & Engineering, Workspace Engineering & Support, Core infrastructure including Cloud, and Security Engineering. These functions are underpinned and supported by Business Relationship Management, Controls Governance & Service Management, Strategic Change Management, and Business Management functions.

 

Role overview:

The Group Head of Application Services will lead the strategy and execution of initiatives designed to optimize developer workflows and ensure secure, seamless access management across the organization. You will be responsible for creating an environment where developers can innovate efficiently while ensuring that access and identity processes meet the highest standards of security and compliance.

 

This role combines expertise in developer experience with a strong focus on access and identity management, overseeing critical systems, processes, and tools to balance developer productivity with organizational security needs.

 

Key Responsibilities

 

  • Define and execute a comprehensive strategy for Application Services that aligns with organizational goals.
  • Advocate for developer needs while ensuring compliance with security and access management standards.
  • Act as a senior leader driving the adoption of best practices for application services across the organization.
  • Oversee the development and maintenance of tools, CI/CD pipelines, and developer portals that streamline workflows.
  • Identify and eliminate bottlenecks in developer productivity.
  • Collaborate with teams to ensure seamless onboarding, tool access, and issue resolution.
  • Oversee the implementation of application services ensuring identity and access management (IAM) solutions. 
  • Collaborate with security teams to enforce policies and processes for least-privilege access and compliance with regulations, manage single sign-on (SSO), multi-factor authentication (MFA), and identity federation strategies for both internal and external platforms.
  • Build, lead, and mentor a high-performing team specializing in developer experience and identity management.
  • Foster collaboration between engineering, security, and IT teams to drive cross-functional alignment.
  • Ensure the team is equipped to scale solutions for a growing, global organization.
  • Establish and track KPIs for developer satisfaction, access management efficiency, and compliance metrics.
  • Use data-driven insights to continuously improve processes and tools.
  • Regularly report progress, challenges, and successes to senior leadership.
  • Promote a culture of security awareness within the developer community.
  • Stay updated on industry trends, compliance requirements (e.g., GDPR, SOC 2), and IAM technologies to keep systems and processes modern and secure.

 

 

Required Skills and Experience

  • Strong understanding of developer workflows, CI/CD pipelines, and developer tools (e.g., GitHub, GitLab, Jenkins).
  • Deep knowledge of Identity and Access Management (IAM) principles, tools, and technologies, such as Saviynt, MS EntraID, MS InTune.
  • Familiarity with security frameworks and compliance requirements (e.g., ISO 27001, SOC 2).
  • Proven experience leading cross-functional teams in large, complex organizations.
  • Demonstrated ability to balance developer productivity with security and compliance requirements.
  • Strong collaboration skills to partner with security, engineering, and business stakeholders.
  • Exceptional communication and stakeholder management skills.
  • Strong problem-solving and critical-thinking abilities.
  • A passion for creating developer-friendly environments without compromising security.
  • 10+ years of experience in software engineering, DevOps, or security engineering.
  • 5+ years of leadership experience, including managing teams or programs at scale.
  • Experience implementing developer portals and IAM solutions for large, distributed teams.
  • Familiarity with cloud platforms (AWS, Azure, GCP) and their access management practices.

*base pay offered may vary depending on multiple individualized factors, including market location, corporate and functional title and duties, job-related knowledge and advanced degrees, skills, and experience.
