The CTO function oversees group-wide transformation and change management on strategically important, mission critical projects. We are a global, consolidated team with change professionals located regionally supporting regional and global initiatives. Our purpose is to support Nomura’s business strategy and deliver group-wide transformation based on common operating principles. Our stakeholders include business sponsors, business subject matter experts, legal, compliance and technology partners globally.
Role description:
This role is to lead a portfolio of front-to-back transformation projects and regulatory mandates, supporting the needs of Global Markets and Corporate functions. A suitable candidate requires deep expertise in various markets, asset classes, products, technologies and supporting functions, including Operations, Risk, Legal and Finance.
The candidate will manage a team of project managers and business analysts; therefore team leadership skills are essential for success. Interface with vendors providing technical solutions to Nomura is a key part of the role so experience in managing statements of work (SOWs) and license agreements is required.
The team will be required to participate in industry meetings related to regulatory mandates, including SIFMA, FIF, ISDA and other consortium type committees and applying industry knowledge, events, and updates to project execution activities.
Adherence to CTO International Change “standards”, including planning, status reporting, project life cycle controls, tools, and project management best practices is managed and monitored by a central CTO governance team, which the candidate and its direct reports need to align and respond to, timely.
The current book of work which will be led by the suitable candidate includes three key priorities
- Transcend Collateral Management platform, an industry-wide vendor and has been at the forefront of providing efficient, automated collateral, liquidity management, and funding solutions in a central tool, eliminating manual business processes. Nomura has been using Transcend increasingly across modules, legal entities, and business units since 2019 and is continuously developing work streams to expand its use.
- SEC Securities Lending Reporting Regulatory Initiatives and
- SEC U.S. Treasury Mandatory Central Clearing Regulatory Initiatives
Over time, projects within the role’s purview may change, therefore adaptability and flexibility are required.
Key Responsibilities:
- Lead major business and technology transformation programs, projects and work streams
- Manage a team of PMs / BAs
- Oversee virtual reporting teams throughout program life cycles
- Develop relationships with senior business partners and sponsors to plan program and project roadmaps aligned to strategic and regulatory needs.
- Develop business cases with costs, benefits and quantitative ROI metrics to fund and support program roadmaps
- Monitor budget, actuals, and variances throughout program and project lifecycles
- Oversee project planning / execution ensuring governance controls / CTO standards are adhered to
- Ensure project and system life cycle activities follow industry best practices including current / target state business process documentation, requirements engineering, coordination of design and development activities, test planning (including test environment & cycle planning), test case documentation, release planning, post-production planning, and when applicable lessons learned
- Coordinate SOW / license agreements with vendors, business sponsorship, legal and procurement
- Build solid relationships with IT partners and ensure a good understanding of Nomura strategic architecture principles, IT processes (e.g., release management), IT security, risk and control procedures, data management, and sign-off protocols relative to project work (not all inclusive)
- Oversee program governance meetings, stakeholder messaging, actions, decisions, and risk / issue management
Required Skills & Experience:
- Bachelor’s degree required. Minimum of 15 years’ experience as a Project Manager (5 years as a Program Manager) focused on leading large, complex, initiatives in the financial services industry – previous experience in change management teams directly managing human resources is required
- Experience managing regulatory initiatives based on finalized rules (SEC, CFTC, etc.) – ability to transform regulatory rules and abstract concepts / ideas into project plans is critical to success
- Experience with industry standard project management and SDLC methodologies (e.g. Agile, Waterfall, etc.), tools and best practices related to business process modeling, requirements engineering, fundamental system architecture principles, test planning, and stakeholder management is required – certifications in these areas a plus (e.g., PMI / PMP, etc.)
- Leadership / relationship management skills are essential including the ability to influence stakeholders with confidence and credibility. Effective communication and presentation skills with the ability to convey complex concepts to both technical and non-technical stakeholders is needed.
- Knowledge of capital markets asset classes, products, and financing transactions is required including Equities, Fixed Income, Derivatives, Repos, stock lending and associated collateral processing
- Ability to self-initiate, problem solve, manage conflict, and instill a high-performance team mentality is crucial – a leader who is ambitious, positive, flexible, professional, calm, and mild-mannered with a mentorship mentality is required to succeed in the role. Ability to stay ahead of the team in terms of daily / weekly / monthly execution activities and ability to identify areas of potential slippage / weaknesses in advance of issue escalation is critical
- Comprehensive understanding of risk management, governance and compliance practices in the financial services industry is a must
- Analytically strong with good attention to detail balanced with the skill to maintain high-level management oversight is essential. Prioritizing, quick decision making, and directing resources effectively in a fast-paced, demanding environment to meet deadlines is a daily norm
- Familiarity with the SEC Securities Lending Reporting and U.S. Treasury Central Clearing rules (cash & repos) is ideal for this role (either previous knowledge or the ability to self-learn rapidly)
