Department Overview:

Treasury operates across the four divisions of the Firm (Wholesale, Wealth Management, Investment Banking and Banking) with responsibility for all aspects of unsecured funding and to manage liquidity and funding in accordance with board-mandated stress tests and in compliance with regulatory liquidity requirements.  

 

The Treasury department comprises three core functions: Funding & Investments (executed by the Treasury Funding Desk), Liquidity Management, and Treasury Data & Reporting.

 

The Treasury Funding Desk performs four key functions:

  • Secure sufficient funding required in the European entities via internal or external sources to execute business plans and fund regional currency requirements (both business and legal entity), primarily through FX swaps.
  • Optimise the investment of the ~$25 bn regional liquidity pool (government and supranational bond repo and outright bond investments, primarily on ASW).
  • Mandate and price short and long term debt issuances in private and public offerings including structured notes and ECP.
  • Manage interest rate and FX risks related to the corporate division.

 

Role Description

The individual will report directly to the EMEA Funding Head, leading the London-based Funding desk of four individuals. The desk covers activities for the global organization, managing seven local entities and providing follow-the-sun coverage for Japan, AEJ, and US entities during EMEA hours.

The role requires working in a fast-paced environment and managing time-sensitive critical tasks in a controlled and logical manner. It offers the opportunity to build career breadth through exposure to multiple products covered by a small team, as well as interaction with Finance department heads and business stakeholders across the organization.

The Funding Desk Head will oversee optimization of the FX, LP currency, and HQLA ASW portfolio, and must understand the market risk involved in treasury activities. Working from home flexibility is available.

 

Key objectives critical to success:

The role’s responsibilities include:

Investment & Portfolio Management

  • Investment of Liquidity Pool subject to regulatory and internal requirements. Maximise P&L by optimising across currencies held.
  • Portfolio management of HQLA ASW bond book to achieve P&L target

FX / Issuance / Funding Operations

  • FX swaps funding and execution across 30+ currencies with spot hedging of Balance Sheet exposures/ Optimise P&L by careful management of tenor profile.
  • Identification and execution of funding efficiencies (optimisation and risk mitigation), in close collaboration with capital and collateral teams.
  • Pricing of multi-currency issuance curves to support the Structured Issuance and ECP issuance programmes whilst ensuring adherence to policy and limits.

Stakeholder Communication & Policy Management

  • Communication and consultation with the business units on issuance, investment and hedging policies, and ensuring appropriate controls in place around funding requirements and behaviour.
  • Daily interaction with Cash Management, Secured Financing Desks as well as other divisions to estimate funding requirements on a daily and forward-looking basis
  • Active participation in Global Funding Heads forum, assessing global policy, issues and funding plan developments.

New Product Review

  • Assessment of new products and strategies for both funding and regulatory impact on Treasury

Regulatory Compliance & Risk Management

  • Ensure compliance with regulatory and internal requirements including Risk & Controls Standards for the Treasury Funding Function
  • Lead Treasury Funding Desk response to regulatory and other projects.
  • Maintenance of liquidity facilities at local central banks.

Business Continuity & Operational Resilience

  • Ongoing partnership with Business Continuity team to respond to disruptive events such as evolving cyber-threat scenarios.

 

Skills, experience, qualifications and knowledge required:

Essential

  • Senior experience in front office Treasury / Funding desk, or other front office experience such as FX, repo, or HQLA portfolio management.
  • Demonstrable track record of enhancing P&L / realising cost efficiencies within the confines of your mandate.
  • A desire to build breadth in your career and gain exposure to senior management locally and globally, leading a small but multi-skilled team.
  • Communication and collaboration is key to success in this role, so a track record of building networks quickly and effectively is a must.
  • Outstanding Excel skills with VBA or Python experience a benefit. Ability to model complex concepts and to use enhanced custom built functions.
  • Inquisitive, analytical and logical mindset with thorough approach to execution and problem solving.
  • Quick-thinking and calm under pressure.

 

Desirable

  • Good understanding of Front Office Supervision frameworks and risk management best practices.
  • A sound knowledge of liquidity management concepts, and regulatory legislation is advantageous.
