Role Description:

 

Join Nomura Financial Products Europe (NFPE) as Vice President - Liquidity Manager, a pivotal role managing liquidity, funding, and regulatory compliance across our €20bn European balance sheet. Based in Frankfurt, you will serve as a senior member of the Continental Europe Liquidity Management Team, reporting directly to the Head of Liquidity Management and working in close partnership with our London EMEA Treasury hub and Nomura Group Treasury.

 

This VP-level position offers a unique combination of strategic influence and operational accountability. As the designated representative for the Head of Liquidity Management, you will advise business units and senior leadership on liquidity implications of strategic initiatives while ensuring robust governance and regulatory compliance. You will hold direct submission authority for regulatory liquidity reporting to the Bundesbank, positioning you as the primary regulatory interface for NFPE liquidity matters.

You will shape liquidity frameworks for Nomura's growing EU operations with direct visibility to C-suite executives, regulatory authorities, and regional leadership.

 

Key objectives critical to success:

Strategic Leadership & Governance:

  • Own and continuously enhance NFPE's liquidity management governance framework, driving improvements in documentation, controls, and process efficiency to strengthen robustness of Finance processes
  • Act as designated representative for the Head of Liquidity Management on liquidity matters, exercising delegated authority during absences or as assigned
  • Advise senior management and business units on liquidity implications of strategic initiatives, business transactions, change management efforts, and day-to-day operations
  • Monitor evolving EU and German regulatory landscape (CRR/CRD), proactively assess impact on NFPE operations, and drive implementation of necessary process adaptations

 

Regulatory Accountability & Reporting:

  • Hold direct submission authority for regulatory liquidity reporting to Bundesbank Extranet, serving as primary regulatory interface for NFPE liquidity matters
  • Coordinate and perform review of regulatory liquidity reporting submissions (LCR, ALMM, NSFR, Asset Encumbrance, IRRBB), ensuring accuracy, completeness, and timely submission
  • Prepare presentations and materials for senior management and regulatory bodies, clearly articulating liquidity positions, stress testing results, and regulatory developments
  • Coordinate regulatory engagement and supervisory interactions related to Treasury activities in NFPE

 

Liquidity & Risk Management:

  • Execute daily liquidity management across €20bn balance sheet spanning multiple legal entities, ensuring compliance with external and internal minimum requirements while considering NFPE's business plan and cost optimization
  • Monitor and control liquidity risk exposures, ensuring all risks are adequately reflected in Liquidity Stress Testing and Unsecured Funding Framework
  • Review and validate Group-developed liquidity stress testing models (MCO framework) for NFPE-specific application, ensuring alignment with local regulatory requirements and business profile
  • Monitor and control outsourced tasks and deliverables along specified KPIs and KRIs

 

Operational Excellence & Collaboration:

  • Adhere to EMEA Finance Operating Model by delivering assigned tasks within the joint Treasury Book of Work between London and Frankfurt Treasury Teams for both Liquidity Management and Regulatory Reporting
  • Maintain robust documentation and control environments for all processes under your responsibility, supporting internal and external audit requirements
  • Coordinate with internal and external auditors, providing documentation and responding to inquiries on liquidity management practices
  • Maintain strong working relationships with Front Office, Middle Office, and support functions, ensuring Treasury considerations are integrated into business decisions
  • Continuously identify and implement process improvements to strengthen robustness and efficiency of liquidity management and regulatory reporting processes

 

Project Leadership:

  • Support, drive, and direct implementation of strategic projects with relevance to Treasury and Finance functions as required
  • Lead specialized initiatives with visibility across regional and global leadership

 

Skills, experience, qualifications and knowledge required:

Professional Experience:

  • Solid progressive experience in treasury, liquidity management, or balance sheet management within investment banking, broker-dealer, or global banking environments
  • Demonstrated experience managing liquidity for regulated financial institutions, with direct exposure to regulatory reporting and supervisory interactions
  • Proven track record operating at VP level or equivalent, with experience presenting to senior management and/or regulatory bodies
  • Prior experience in European banking operations with understanding of multi-entity, cross-border liquidity management preferred

 

Education & Technical Expertise:

  • Bachelor's degree in Finance, Economics, Mathematics, or related quantitative field (Master's degree or MBA preferred)
  • Deep understanding of EU regulatory banking framework (CRR/CRD, BRRD) and liquidity regulatory metrics and requirements (LCR, NSFR, ALMM, Asset Encumbrance, IRRBB, ILAAP)
  • Advanced proficiency in Excel for financial modelling and analysis (required)
  • Experience with treasury management systems and regulatory reporting platforms (COREP, FINREP, Bundesbank Extranet preferred)
  • Working knowledge of data visualization and analytics tools (PowerBI, Alteryx, or similar) preferred
  • Familiarity with liquidity stress testing methodologies and frameworks (MCO or equivalent)
