This role resides in our EU entity - Nomura Financial Products Europe (NFPE), based in Germany.

 

Responsibilities

1. GM Entity Controls:

 

Coordinating Global Markets front office deliverables across the global NEHS entities, and in particular for NFPE:

  • Delivery of Global Markets front office requirements as defined within the overall NEHS Senior Mgmt Controls role.

  • Support (and lead where required) senior management control, entity, and trading oversight across GM.

  • Lead GM change in NFPE collaborating with the Wholesale NFPE COO and connecting IB requirements whenever possible/practical. Oversight and challenge of changes impacting GM in NFPE.

 

Specifics to include:

 

  • Own the policy and control framework of GM NFPE – Its appropriateness, documentation, completeness and oversight. Ensuring associated relevant GM NFPE policies and Front office procedures are continually reviewed and kept up to date
  • Lead Remediation’s as required - Working closely with GM senior management to ensure remediation plans are created and where necessary resources aligned to address control weaknesses identified through WCO, Audit reviews, RCSA, Compliance reviews and monitoring, Operational Risk assessments or risk events
  • Ensure prompt escalation of issues by GM to relevant control functions and FO Senior Management.
  • Support Regulatory Adherence - Ensure local/regional entity oversight infrastructures remain compliant with relevant regulatory and statutory requirements at all times while supporting the establishment of global minimum standards for Nomura.
  • Represent GM (and IB, when required), at internal committees and forums and on any specific regulatory enquiries.

 

2. Front Office Operational Risk activities:

 

  • Support and feed into the GM NFPE and EMEA GM RCSA (Risk Control Self Assessments) process, ensuring correct prioritisation, participation, frequency and challenge of outputs. Where necessary work closely with relevant business leads and supervisors to prioritise remediation of control weaknesses. Own the NPFE Operational Risk Frameworks for GM ( RCSA, Scenarios etc).
    • NFPE Op Risk Scenarios – support and input to NFPE operational risk scenarios to ensure that the scenarios are realistic, appropriately aligned with the entity business activities and scale.

 

  • Analysing front office risk indicators / data points (key risk indicators, Outsourcing Performance metrics, RCSA and Operational Risk Assessments) to identify trends or areas of potential heightened operational risk and where necessary escalate to senior management.

 

  • Monitoring of Operational Risk Events and tracking timely closure across the business and escalation where necessary.

 

  • Outsourcing – Oversight and management of the firms service providers ensuring adherence to the internal outsourcing frameworks and standards.  This can be across the European entities

 

  • Algo Trading – Collaborate and coordinate with the GM eTrading Risk team and NFPE to ensure adherence to EMIR RTS 6, internal policy and business requirements.  This includes timely completion of the annual Algo Self Assessment.

 

3. External & Internal Audit Issue Management:

 

  • Oversight, Engagement and Monitoring of on-going internal and external audit reviews, engaging IA in constructive dialogue, in the planning, fieldwork and finalisation and subsequent remediation of audit findings.

 

  • Working closely with GM business leads and supervisors to ensure issues have a clear risk articulation, achievable remediation plans, and where necessary resources aligned to address control weaknesses identified

 

4. Culture & Conduct Risk:

 

  • Taking an active role supporting business management in the regular review of entity KPIs and KRIs and dashboards as far as applicable to Europe and work with business management and relevant control functions to respond to identified conduct issues.

 

5. Regulatory Initiatives:

 

  • Working closely with business leads, entity heads, COOs and key control functions - including Middle Office, Compliance and Operational Risk - to ensure the effective regional implementation of new EU regulatory requirements with an impact on operational risk & control
  • Where applicable, facilitating establishment of governance and project management in line with project requirements
  • Contributing to the design of the required GM control frameworks to facilitate embedding in BAU environment
  • Support the GM’s intelligence around EU regulatory change and emerging regulatory findings/focus areas by engaging externally

 

6. People:

 

  • Manage the personnel resources of the GM SMC Team, in line with the scope of your managerial remit.  
  • Support the regional organisational model to leverage risk & control managers at all levels of the Global Markets organisation and escalate any applicable issues

 

7. Governance and Controls:

 

  • Develop the GM governance and controls across NFPE, and other European entities.
  • Support the Heads of GM, Desk Heads and GM entity heads in Key Risk Indicator meetings (including cross border meetings with Asia and US) and the identification/management of relevant global GM risks and issues.
  • Ensure that entity governance and implementation of business strategy is adequately aligned with GM regional and product strategy.

 

8. Reporting Lines:

 

  • The role functionally reports to the Head of GM NFPE Trading (or other suitable NFPE Front Office role), and functionally into GM Front Office Management in London.

 

Requirements

  • At least 5 years in Front Office Controls, Regulatory Change, Outsourcing, Operational Risk Management, Internal control function, or in a Corporate/Risk function as an SME in a relevant area.
  • A good understanding of European regulatory and supervision standards and requirements including experience of working with key risk indicators, performance metrics, and multiple data sets.
  • A reasonable understanding of investment banking products and services including FICC trading, Sales and Origination, processes and the associated controls
  • An ability to remain objective and to independently raise areas of risk exposure
  • Excellent communication skills, with the ability to collaborate and deliver across functions
