Department Overview: 
 
The Asia Ex-Japan (“AEJ”) Financial Crime Compliance team is responsible for all financial crime compliance matters in the Asia region, which includes Singapore, Hong Kong, Taiwan, Malaysia, India, Korea, Australia and New Zealand. The primary responsibility of the team is to assist Senior Management in managing the financial crime risks of the firm and ensure the effective implementation of the applicable controls, policies and procedures across Nomura, AEJ. The ambit of the Financial Crime Compliance team includes Anti-Money Laundering (“AML”), Counter-Financing of Terrorism (“CFT”) and Anti-Bribery and Corruption (“ABC”). 
 
Role Description: 
 
The Financial Crime Compliance Vice President will be a Senior Compliance Officer that will lead Anti-Bribery & Corruption (ABC) matters in the region. The position will be based in Nomura’s Singapore or Hong Kong office and reports to the Deputy Head of Financial Crime AEJ.  
 
The roles and responsibilities of the position include the following: 
 
▪    Maintain and enhance the relevant regional ABC policies and procedures.  
▪    Review client or transactions across the Wholesale & International Wealth Management business lines that have identified higher ABC risk, including providing guidance to Front Office on material ABC related negative news and mitigation considerations.  
▪    Undertake DD on third party intermediaries across the Wholesale & International Wealth Management business lines to address and monitor any heightened ABC risk through introduced relationships.  
▪    Provide guidance to internal & external stakeholders on suitable ABC representation and warranty language on select transaction documents to ensure they align to the firm’s risk appetite.  
▪    Review and enhance the firm’s charity donation processes, vendor onboarding and hiring practices to strengthen the ABC controls & overall governance framework.  
▪    Provide advice on the Gifts & Entertainment (G&E) matters including investigating G&E breaches or ABC related issues, including liaising closely with other regional Compliance teams, where needed.  
▪    Lead management information reporting responsibilities on ABC matters (in particular G&E) statistics and breaches to Senior Management.  
▪    Participate in ABC & G&E systems enhancement projects.  
▪    Drive the Enterprise Wide Risk Assessments in relation to identifying any heightened ABC risks that the firm is exposed to and critically assess and document the firm’s ABC risk and controls in relation to these risks for Senior Management review.  
▪    Provide tailored ABC training to the firm’s Senior Management, Wholesale & International Wealth Management business as required.  
▪    Participate in regional or global projects or initiatives as required as a result of change in legal or regulatory requirements and/or expectations with regards to ABC. 
   
Skills, experience, qualifications and knowledge required:

The successful candidate possesses the following mandatory qualities and experience: 
 
▪    Minimum of 8 years of Financial Crime Compliance experience in overseeing the firm’s Anti-Bribery & Corruption policies and procedures. 
▪    Working knowledge of the Anti-Bribery laws and regulations regionally across Asia Pacific countries. 
▪    Working knowledge of the Industry practice and International Anti-Bribery & Corruption regulatory standards (including the US Foreign Corrupt Practices Act, UK Bribery Act) 
▪    Experience in a regional Asia Pacific role covering countries including Hong Kong, Singapore, India, Malaysia, Taiwan and South Korea 
▪    Self-motivated, driven and pro-active with the ability to work independently and as a team (to lead projects across various teams/functions across multiple countries).  
▪    Detail-oriented with excellent organizational skills  
▪    Good interpersonal skills and strong communicator with internal stakeholders and external parties across all levels (both written & verbal)  
▪    Working experience handling other Financial Crime disciplines including Anti-Money Laundering, Tax Evasion or Sanctions would be an advantage.  
▪    Strong Microsoft Office skills (Word, Excel, PowerPoint) 
 
Preferred Requirements:  
 
▪    University degree or equivalent  
▪    Sound knowledge of the financial services and banking industry across the spectrum of Capital Markets and Private Banking business 
▪    Strong analytical skills with an investigative mind-set with financial analysis background  ▪     ACAMS or other similar AML qualifications
