Role Overview

The Asia Ex-Japan (“AEJ”) Financial Crime Compliance team is responsible for financial crime compliance matters in the Asia region, which includes Singapore, Hong Kong, Taiwan, Malaysia, India, Korea, Australia and New Zealand. The primary responsibility of the team is to assist Senior Management in managing the financial crime risks of the firm and ensure the effective implementation of the applicable controls, policies and procedures across Nomura, AEJ. The ambit of the Financial Crime Compliance team includes Anti-Money Laundering (“AML”), Counter-Financing of Terrorism (“CFT”), Sanctions and Anti-Bribery and Corruption (“ABC”).

 

 

Role Description

The Financial Crime Compliance Executive Director/Vice President will be a Senior Compliance Officer and lead subject matter expert for Sanction compliance matters in the Asia region. The position will be based in Nomura’s Hong Kong office and reports to the Deputy Head of Financial Crime AEJ. 

 

The roles and responsibilities of the position include the following:

 

  • Lead Sanctions Compliance related risk assessments & escalations in relation to ensure Nomura Comply with all applicable Sanction laws and regulations that fits within the firm’s risk appetite.
  • Provide subject matter expertise to key stakeholders including Asia Senior Management, Front Office (Global Markets, Investment Banking Division and Wealth Management) and Corporate functions (Legal & Risk) to articulate and proactively manage and mitigate potential sanctions risk.
  • Support Asia Head of Financial Crime and Global Lead of Sanctions with maintaining & enhancing current sanctions policies, procedures and controls to address emerging sanction risks.
  • Review client transactions across Wholesale & Wealth Management business’s that could be potentially exposed to higher sanction risk and provide guidance in applying appropriate mitigation measures.
  • Be the primary escalation for investigation of true sanction alerts identified from customer name screening, payment filtering and security sanction alerts to assess potential heightened sanction violation exposures and risks
  • Lead discussions with regulatory authority enquiries and external sanctions counsel (where needed) to assess transactions or incidents where Nomura are exposed to higher sanction regulatory risk.
  • Collaborate closely with Corporate stakeholders including Finance/Middle Office, Information Technology & Operation teams to optimize the implementation of the sanction monitoring framework including reviewing thresholds/scenarios for sanction system control review. 
  • Provide guidance to internal & external stakeholders on suitable sanction representation and warranty language on select transaction documents to ensure they align to the firm’s risk appetite. 
  • Lead management information reporting responsibilities on sanction matters including investigating potential breaches to Senior Management. 
  • Support Enterprise-Wide Risk Assessments in relation to identifying any heightened sanction risks that the firm is exposed to and critically assess and document the firm’s sanction risk and controls in relation to these risks for Senior Management review. 
  • Provide tailored sanctions training to Senior Management, Wholesale & International Wealth Management business as required. 
  • Support global and drive regional sanction related projects or initiatives as a result of change in legal or regulatory requirements and/or expectations with regards to sanctions compliance.

 

 

The successful candidate possesses the following qualities and experience:

 

  • A minimum of 10 years’ Financial Crime Compliance experience working at an international financial institution with at least the last 3 years focused on overseeing sanctions policies, procedures and controls.
  • Working knowledge of maintaining a framework to comply with international sanction laws and regulations including United Nations (UN), United States (OFAC), European Union (EU) and United Kingdom (HMT). Experience covering other Asia country sanctions regimes (including Japan and China) would be an advantage.
  • Working knowledge of managing sanction compliance programs to relevant sanctions laws and regulations across Wholesale businesses (including trading) and products/asset classes (including equity, derivatives and structured notes).
  • Working knowledge and experience in covering Financial Crime Compliance and Sanctions matters for Hong Kong and Singapore.
  • Working knowledge and technical fluency in navigating and reviewing sanction system controls and thresholds including customer name screening and transaction/payment filtering.
  • Working experience handling other Financial Crime disciplines including Anti-Money Laundering & financial intelligence enhanced due diligence reviews would be an advantage. 
  • Self-motivated, driven and pro-active with the ability to work independently and as a team (to lead projects across various teams/functions across multiple countries). 
  • Detail-oriented with excellent organizational skills 
  • Good interpersonal skills and strong communicator with internal stakeholders and external parties across all levels (both written & verbal) 
  •  

Preferred Requirements: 

 

  • University degree or equivalent 
  • Sound knowledge on financial products across financial services and banking industry across the spectrum of Global Markets, Investment Banking and Wealth Management businesses
  • Strong analytical skills with an investigative mind-set with financial analysis and/or legal training background
